I have seen them called something else when the rim pushes up into a bowl shape but can't remember, looks like a giant Rim Fin.

No. It is not more. The lip and ridge you see is because the coin overlapped the collar die.

If it were my coin, I would measure the width of the struck portion (in mm), divide that by 19.05 and label it as "struck XX% off-centre.

Thanks all. I do not have a caliper so estimate with a ruler is that the struck portion is ~16mm. So that puts it at ~16% offset.
