It looks as if someone had a little too much time on their hands. The surface has been abraded away after it was struck. I'm sure if you weigh your coin, it will be under the intended weight.

Someone wanted to have some fun with this quarter. Definitely intentional damage most likely from a power tool or machine shop. When you see exposed copper it's almost 100% of the time a dead give away that the coin was damaged.
