Need Help With Coin Not Sure If Its Error (1999 Quarter)

The surface has been abraded away after it was struck. I'm sure if you weigh your coin, it will be under the intended weight. Does the other side look normal? Definitely intentional damage most likely from a power tool or machine shop. When you see exposed copper it's almost 100% of the time a dead give away that the coin was damaged.
