I saw this coin in my Facebook feed and found it interesting. I have a theory as to what this could be, but I would like to see what everyone thinks before I comment.  my first though was flip over double struck in collar but after a close look I feel like I'm seeing design elements that should not be on either side of the coin. Possible soft die fabrication? Can't wait to hear more about this one.

On the reverse of the quarter, I think I detect the wheels of a formula 1 car, and maybe an arch under which it had traveled.

I don't remember any Washington quarters with all the stars around the rim like the reverse of this one. So IMO it's some sort of restrike.

But the talons look to be from a Kennedy half? Also some stars around the Kennedy, just not that close to rim

I can see what you're talking about, I designed a 'Virtual Hobo Nickel' for a contest on CCF way back in 2011 with a Formula One car as a replacement for the Monticello. Here's the design I came up with.
