This is what I was referring to as "Frosted" in an earlier post. Periodically I will find a coin with some degree or another of this.

Weight?
Does it stick to a magnet?
Texture looks like either an acid damaged coin or a counterfeit coin? Either way it is not a good thing for a coin.

Acid dipped them. Thus the loss of weight of the coin. rough texture. Spender. Just face value on a damaged. coin.

This coin was pulled from circulation before 1973.
