Definitely the inverted Ball serif, though condition doesn't look so great. Supposedly very rare, but I've seen several.

There are two known die examples:
1946-S-LMC---Inverted-MM?-*updated-Photos*
Check the locations to see if yours match one of them?

Looks like Die #1.
