Look, Ma, No Letters!

I've acquired a couple of missing-letter Morgans, one obviously a greased-die error (albeit a big one), and one I'm unsure how to explain. Here's the first:

This one's a little more interesting. Note the TE in STATES:



I know the coin has been cleaned but there doesn't seem to be any post-mint explanation for the weak TE. They aren't completely weak:



Note the top of the T. The ridge at the very top is at the correct striking depth, but none of the rest of the letter is. The E is similar. At 60x you can see that the cleaning wasn't heavy enough to be considered as a cause for the error. There is no corresponding mark on the obverse, like you'd expect if someone hammered those two letters with a block.

Does anyone have any ideas as to how this came about?
