my thinking that the space between the B E is blistering since it seems to go down towards the shoulder even being in poor condition

Looks like the die was over polished, reducing the size of the devices on the motto and Liberty. Not a doubled die.

tough to distinguish from pics whether that BIE is a die chip or plating bubble
