That is why you have to ask nicely, like all special coins the RCM at the or slightly before the issue date sends these coins to 7 or so major banking districts and ask the banks to distribute. It is here where the problem starts, either the bank employees keeps them or the armour delivery services company keeps them and sell them on. Your local branch in normal operations rarely orders new coins because of the shipping costs, they recycle, somewhere my guess Thunder bay would get some of these special issues. If you are along time good customer of your home branch, this will work or you will have to buy on the after market

 Not a matte black finish as some of the Mint images might suggest. I'm told the colour was added during the plating process. They look pretty cool in hand.

They may have rolls but if they go the same route as the others they will cost $79 plus tax and shipping.

Is it just me, or is it odd that the RCM would give access to this new coin to residents of two cities before a National launch?

It might just be you. It is not 2 random cities, it being launched where the RCM has production facilities. They do it to build interest and raise awareness, etc..

The C in RCM stands for CANADIAN. Awareness is usually done with National press and a National release.

I picked a couple up today at a coin exchange at the mint here in Ottawa. They are strikingly dark and kind of cool actually.
