I agree with all above, it is the result of a counter stamping in this case punching right thru the coin and now it is considered a damaged coin! safe to spend it....

Thanks y'all..if anybody has a few minutes, I'm just looking at the reverse and notice doubling of some sorts, really heavy on the "S" under "of"..I wonder if this coin was punched like that after a worker seen how bad it was and it still slipped through..that's a thought, let's look at the doubling please if we can and thank you

From these photos I don't see any doubling. Perhaps s a good closeup would help?

I agree with the above, your coin has intentional post mint damage.
