Is this an RPM, or just a die chip , over the top of the Primary D
on this 63D Roosevelt dime?

I would say it;s a possible die chip if you notice in the center of the D there seems to be metal in that area. I have a Roosevelt dime that looks similar to this one on a 2000 P ROSIE were a die chip happen to fall. I will try and post it if I find it. Still wait for other opinions on it.

I am going to say it's not an RPM or a die chip, I'm thinking circ. damage.

It looks like damage to me too. I would need a lot closer pic to be sure though.
