some MD doubling on the bottom of 8 and in the inside of the 4 in think but I don't know about the line thru the date

Looks like a Ridge Ring formed and was exceptionally large over the date area.

Yes, that's one expansive ridge ring--typically a sign of Die Deterioration.

Is this coin tapered? Looks like it might be on the reverse from 6:00 to 9:00.
