That looks like a lamination to me. Pretty minor, but undetached and perhaps worth saving this cent in a 2x2.

Agree that it is a slight lamination.
That is just damage on the "W".

Lamination, but looks like the coin has been badly cleaned. Did you scrub it with a brillo pad or something?

Looks like a very minor lamination issue on this coin. While a planchet error, it would be a very minor thin lamination issue.
