I've got this 2022 quarter I noticed this mark on the neck of dr sally on the reverse. Can anyone verify if it was done at the Mint? Or if it's post mint damage?

Hmm I can't quite tell what you've got there with these overall pics, although I strongly suspect mechanical damage. It isn't a die chip though.

If raised it could be surface alteration by grease metal debris.

Note the affected area is above the fields and showing incuse marks above fields. Grease and debris on the surface of the coin.

If it is incuse/raised lines, then it could be Feeder Finger Damage to the die, move the dies shape on that area of the die.

This area will be raised above the fields caused by die reduction on the die, making it above the fields.

I'm sure it's just me but zoomed in it kind of looks like a star.
