The 1928 penny with "broken bottom of figure 8 in date" is a well-attested variety; it's listed in the new Renniks varieties catalogue as B27A (I think those are Dean numbers) and rated "scarce".
Unfortunately, Ian McConnelly's definition of "scarce" is a bit vague: it's rarer than common, not as rare as "very scarce". I think he used a percentage probability of finding that error on a coin of that date - about 5%-10% would be my guess. Anyone actually know?
