Looks like under inking, albeit minor. I don't see enough of these to access a value. If I had to guess I'd say that they're worth than face, but less than $50.

So, it might have a premium afterall, good to know.
I looked very briefly. Insufficient ink on one single digit only of the serials on one side only for a 1976 $2 had a value of: EF $30, AU $50 Unc $75, Gem Unc: $100 so yes there is value there and a great keeper since this is on the seal. How much value exactly depends mainly on condition, whether prior bills with that specific error have sold such as looking through archives of auction sites/ebay to gauge value, or otherwise just whatever the collectors are willing to pay.
