Just have to ask fans of PCGS - does this really look like a Fine coin to you?

Yes (although I'm no acolyte of PCGS). My first impression was actually VF20 due to the excellent reverse, the detailed head & gown folds, the sharp denticles and the great eye appeal. Then I knocked it down two levels for the obverse shield.

The obv shield letters may be the easiest feature to appraise, but there's much more to the coin than that .

These are the Photograde F12 pics. The OP's coin is much better. I would have said F12, but F15 is surely fair.

One difference between the people who post grade opinions here and the people who grade coins for a living at TPG's is that TPG graders are getting paid for their opinions and we are not; but they're still opinions, just the same.

and i'll add to paralyse comment on TPG graders that they have the coin in hand and are looking at photos to grade from. although these photos are better than we normally see.

also keep in mind that TPG's are taking in consideration what they feel a coin would sell for also. there are a lot of little nuances to their grading including protecting their top pops as well. many reasons why I don't slab
