It's more likely that it's Struck Through a small piece of detached reeding. We had a discussion recently about the same type of error on a Bicentennial Quarter.

Roosevelt dime that has several areas of attached and detached reeding. It was struck once in the collar which added the reeded edge, and at least once more outside of the collar which stretched the reeding to the breaking point. This may help show how it could have happened to your coin.
