Can not be a clad error (missing clad layer) because a copper plated cent is not clad.
Might be ed or PMD.

From 1982 on, Lincoln cents were electroplated copper over zinc, they are not a clad coin like quarters are.
It appears that your coin is heavily toned or was left outside for a while.
