1899 IHC RPD--Need Snow #

Hi,
Before I send this coin to a friend, I'd like to narrow down the Snow #, but I don't have an attribution guide for this year.
From what I can see, this is a 1/1(s), 9/9(n)--which means it could be Snow 4,9, or 19.
Then there's the first 9 digit, which is either broken punch--or more likely the digit was filled with grease.
Then again, if Snow lists this as a variety, that would be enough for me. Your help is most appreciated!

From what I can make of the scan, I see no repunching at the base of the 1, so I would eliminate Snow-4. I would say you have a snow 9 there. Can you post a pic of the reverse, or describe it?

Looks like 1sw,8e, 9hit, 9nw. If there is anything in the denticles, it is beyond my ability to see. Good luck with your coin. I would check with Rick, for an attribution.
