What's going on with this 1965 quarter? It's has the same look on the reverse.

That's Orange Peel Texture from Die Deterioration. The die that struck your coin was very worn. https://www.error-ref.com/orange-peel-texture/

That is caused by a very worn out die. the marks are called 'Radial Flow Lines'.

Definition: As the die ages, the cold metal flow from striking planchets will groove the die face in a radial pattern.

As mentioned above, this coin was struck with a near retirement and very worn die.
