1943 Cent DDO? RPD? Or Just Some Weird Corrosion Effect?

This 1943 Steel cent has what appears to be rather distinct doubling of the 43. It does have what looks like mild corrosion. I can't find any mention of any variety that looks like this in any of the references I have looked in. My inclination is to assume its a fake or its due to some weird corrosion effect that has created a "shadow" of the 43. Any thoughts?

Could be Die Deterioration, as John1 stated but I'm leaning towards a badly re-processed coin, which will give it the look of doubling in this area, due to movement of the extra plating.
