I think it's environmental damage. Maybe it was placed in an acid or caustic for some time or even spent time in a fountain. The adverse environment has etched the surfaces. It also may be slightly underweight.

Once buried coin or a fountain coin either way it is environmental damage.

Agree--severe post-strike damage, likely caused by spending considerable time submerged or buried in occasionally moist soil.
