It's what we called a counterstamp. It's PMD.

The 2 definitely looks incuse to me, which means that E&V is correct. The obverse also appears to have some damage in the center which would be expected in this case.

Counterstamps, some say it is damage, some collect them, you can make them yourself with a hammer and a metal punch.

It looks incuse to me - a better shot on that TINY obverse image will show damage on Lincoln where the counterstamp was applied.
