I don't have any personal experience with XRF testing, but I have read plenty of related articles and many times the testing can be inconclusive for different reasons, ex; poor equipment, improper use or set-up of equipment, etc. I would continue your study of this coin! Nfine, not yet. The front line phone reps at NGC are very friendly and helpful and they but they opened a ticket with the processing team but they have yet to respond. I told the rep today that it is looking likely I will need to send this slab back to them and have it corrected.
Something interesting I just found out. They were minting Ethiopian 50 cent coins in Philadelphia in 1944 which were 80% silver 20% copper though the size of those coins don't match. Is it possible they were melting Ethiopian planchets down and making War Nickels?
NumisEd, the U.S. mint responded to me. They don't have those records anymore and referred me to the national archives for any surviving records during that time period.

Is it possible that you can take this coin to another site (a local jewelry store) for another test? I think it is possible to get that test without removing it from the slab (but not entirely sure)
