May I suggest that you look at the reference sites like http://www.varietyvista.com/ and http://www.varietyvista.com/ to see what known doubled dies and RPMs exist for the year and mint mark of the coin you are looking at. After you get more experienced you will be able to tell the difference much more easily.

Not necessarily a damaged punch, just absolutely worn out, and not from this particular time period, it originally came from the 1940 time period, that's why it's worn out.
Not necessarily special, just time.... but it was special that this crazy use of an old mm punch was reused several years later and discovered just recently.
