Hint # 12: I'm not smart enough to come up with a whole new concept for encryption. (i.e., if you played in one of my previous Code Breaking Contests, you may find some of the previous encoding conceptual information useful to this code...)

I've been doing everything I can to reach out and understand why people voted against me. They were trying to send a message. I have to be more sensitive in the way I express myself, and I have to be more thoughtful in the positions I take. James P. Moran, no?  It's 3 sentences... has "in the way" and... yeah...

The only other one I can find is

From John Kerry... he's not the prez, he's 20th century (if you count it that way), he says uhhh like uh.... and on the 2004 campaign trail Gitmo was brought up... although not a lot...

Hint # 13: I see a few guesses including the phrase "in the way". I did not intend the clue "some words get "in the way"" to mean the words "in the way" are in the quote. The words "in the way" are NOT in the quote. I apologize if any of you all may have thought that. Also, Hint # 14: "In the way" might mean some words in the encoding do not contribute to the solving of this puzzle... And to help clear this up to those of who may have thought that I will offer this: Hint #15: There are 2 "not" s in this quote. There are NO "in" s in this quote. There are NO "way" s in this quote. There are 2 "the" s in this quote. I hope this helps...
