First two letters are the key to the keep or toss. If the first letter is "greater than" the second letter, then toss it.
Once I sorted out all of the keepers, I used the grid you provided to decipher. The third letter keys to the upper, the fourth letter for the left set.

Most impressive. I thought that they were double encrypted. I am looking forward to how the hints Gitmo and Ughs fit into the solution.

I am not sure if this was the intent, but 'ughs' gave me the idea of excluding words that had the first letter greater than the second. As for Gitmo, I have no idea.

(If the first 2 letters of the 4 are in alphabetical order (i.e., the first comes before the second in the alphabet) use the next 2 to decode the letter. If the 2 are NOT alphabetical, discard the 4 letter word and move on tho the next). "Ughs", is another way to say "ickys" (the way Harold pronounces his last name Ickes. i.e., Ugh = icky)  Gitmo as we all know stands for Guantanamo Bay in Cuba. There is a recent movie of "Harold and Kumar escape from Guantanomo Bay". Ickes' first name is Harold. (Obscure I know, but I couldn't give away the store on the first couple of clues!)  Obviously, Wild Bill Kelso is from the move "1941". The quote is from Ickes' speech of May 1941 titled "What is an American". (Thus answering the definition within a definition clue. I should have gotten that Harold and Kumar reference! I suspect a future clue might have included a reference to Neil Patrick Harris or Kal Penn.  PM Sent. This was a fun one, thanks!
