I would think this would have to be done from someone inside them in and smuggled out. TPGs should use a special label if they stoop to slabbing them for they are most certainly not "errors". Dearborn Moderator United States 106488 Posts	Posted Today 17M ago intentional dual denomination 'errors' Probably during set up of a press they pressed one quarter (or several) then removed the quarter dies, placed in cent dies, replaced a already minted quarter into the collar, then struck the cent on to the quarter.
