I would contact the buyer and politely explained you haven't received a cleared payment yet and do not ship until you receive cleared payment. Put the ball in the buyers court. I would cancel the auction for payment unreceived, if necessary.
It was new to me too! With the email Paypal sent me was a BS explanation why they viewed the transaction as "risky" for both the buyer and seller. 1) the transaction was over $100.00. 2) I had less than a specified amount of transactions as a seller in a specified amount of time and some other nonsense that didn't apply to this transaction. I am a casual seller on ebay, but have been a member for 10 years. Paypal sent a recommendation to ship asap to increase the chance of me getting my money in the near future. There were 3 scenarios. 1) paypal releases my money after 21 days if no dispute. 2) Paypal releases my money 3 days after delivery receipt (USPS tracking) if no dispute. 3) Paypal releases my money 1 day after Buyer leaves positive feedback. I couldn't exactly claim nonpayment since ebay owns Paypal and the money was there. If I didn't ship then I would look bad as a seller because the buyer sent his money and I didn't hold up my end of the deal (and it wasn't the buyers fault). What really got to me was I've been a member of ebay twice as long as the buyer and had more feedback (100%), I paid them everything they made off this transaction (total fees $28.51 Paypal & ebay) and left me hanging out to dry. If the buyer claimed I didn't ship then his money would be returned and I'd been out 1/3 oz of gold. If any newbies to selling on ebay....take heed.
