These banners 'hang around' the Denver Mint (they're changed when the
next coin in the series is released).

The Denver Mint hangs their banners on the city's light poles.
(The Mint does have the license to do that, of course)

No, I haven't asked what they do with the old banners.
They've been doing them since Washington (2007), and I think
that the Philadelphia Mint displays these banners also.

This particular banner hangs on Colfax Avenue,
so many thousands of vehicles are passing by it every day.
