It is a calendar medal; the Austrian Mint issues one every year. This "Jahresregent" is the figure that "rules" the year; people who are familiar with astrology will know more about this. The calendar lists all Sundays (in the center) and, around it, the holidays. Here are a couple of recent pieces:
