clad dimes aren't plated, rules out plating error.

what would cause this? is this a mint error or wear and tear? thank you for you input. it is greatly appreciated.

It is environmental exposure, probably outside on the ground for a while.

Yes! Its environmental corrosion. I have sample that look like color of brown Wheat cent.
