There's a difficulty in getting a one of a kind piece graded that doesn't follow a known error pattern in that none of the TPG's are going to stick their neck out on it. The best chance is someone(s) else coming forward with such an item because a sample of three or four suddenly makes sense.

What should I do for now?

do I try another grading company ?

its a very special piece its the first time I see such a thing... and this not graded come back made me sad...

Put the coin in a 2x2, keep it with the rest of your collection. At worst, a novelty that you had fun with, at best, a future Special error! A nice coin, save it!

I am going to guess that it might be just what was said- a fragment that broke off another coin, striking this coin. It appears that there is a very small part of the letters above the torch impression. If the fragment originally broke off because of a lamination, it might explain the weakness of the grain impressions- the centre lines show well, but the individual grains do not. Also, there appears to be more impressions inside the left side of the tip of the V, possibly where the edge of the fragment went. I wuld like to find out if any other V coins have any sort of damage in this area- I am thinking of the 1999 quarter that had a small broken off piece affect the design inside the triangle of the figure's body. The impressions of that design were on several other coins- I struck paydirt with that variety, ending up with about a roll's worth, all with 3 curving lines inside the triangle body.

Unusual. My initial guess is that the incuse impression was made by a large dropped filling that flipped over so that the side that originally faced the die wound up facing the planchet represented by this coin. I see other areas that appear to be struck through, like the small maple leaf on the right side and the word CENTS. I would be happy to examine it for you.
