Do you think this is mint or post mint? I see that the "C" is still in tact and not mashed as I would expect from post-mint damage.

I think the area in question is sunk into the planchet. I'm thinking a defective planchet with a flaw in that area. Or a lamentation peel. Hard to tell for sure. Mike will probably know for sure as this is his specialty.

Looks like a strike through. The C is still visible. If it was post mint I believe the C would be obliterated.

It's struck through a small fragment of something. Not too uncommon.

A defective planchet would look completely different and would not affect how the metal struck up into the die.

A die chip would be raised.

JimR has it right, except that "strike through" is not proper terminology...it's "struck through" - past tense.
