My understanding was that there were steel ones, and 'tombac' nickles. Nickle itself was being used in the war effort, and unavailable for currency. (no, the chrome wasn't worn off the brassy one)

You've got chrome so you're not missing chrome, you're missing missing chrome as well as '44 tombac.
"Dipping" is not considered cleaning...

The '44s were plated with nickel, then chrome. Are there any with no plating whatsoever, just bare steel?

How rare are the raw steel coins?
For pricing and grading, are they just considered as "missing chrome"?

most are just classified as missing chrome usually with corrosion on the cert..

The coins with partial chrome are/can be tough to find.
