2003 Canadian Penny Error?

while I was going through a bag of pennies I came across this penny, it had abit of rainbow in it so I kept it. later when I took a closer look I saw these marks they looked liked molten metal dripped on the surface of the coin then, some of the air in the droplet deflated making it have a popped-pimple effect. Also the Z looks like it burst at the very bottom and just at the base of the T you can see abit of a drop that hasn't gone down. this is mostly on the obverse side, the reverse is almost the same but not as much as the obverse.

sorry I cant get the whole photo and the quality isn't that good.
so does anyone have any info on it at all? could it have been made at the mint or it was made by a random person? if you need more photos I can email you them

It's really difficult to tell what's happening from the pics but I'll make a couple of guesses.

I think it might be a plating issue. If they look like burst bubbles then the zinc has been exposed and is deteriorating. If they look like blobs of copper than they may be die chips.

Neither is an error, however some people do collect interesting die chips. But there usually is little or no premium.

The copper plating has been breached causing the steel core to corrode. This corrosion causes the plating to bubble up. The US has the same problem with copper plated zinc core cents, they just do not hold up well to environmental exposure.
