It certainly does seem odd that so few have come out. The vigourous bidding on the ebay coins suggests to me that there have been a number of frustrated searchers out there. So why have none come out? I would bet that somebody found out early on that these were rare and went about trying to find as many as possible through aggressive roll searching. Or maybe it was a back door job... We'll probably never know. Regardless, I would guess that the ownership is concentrated and, obviously, in the hands of a disciplined holder. With Pierre now having established a market level, I am betting we will see some start to leak out. But if ownerhsip is concentrated, I suspect that the seller will let them out in a careful way.....
