This appears to be either a die chip on top of a die chip on top of the I in Liberty, or less likely, an I on top of a die chip, on top of another I in Liberty.

What do you see?

Die chips happen in stages sometimes. I'd say you have a later stage of a die chip - after more chipping occurred.
