The first one is a little stronger and I'd call it EF. 2nd one is VF+ but horn tip not complete and at least for me, horn tip has to be complete to get an EF.

27S is, in my opinion, one of the sleepers of the series. Relatively low mintage and not saved in any substantial numbers and in most mixed lots this coin has been pulled. Yet it still largely trades as a common date except in higher grades.
