To me it looks like a contact mark. If it were a chip, it would be raised. So either a contact mark or a stain is all I see.

Thanks everyone for looking and comments. Yes there's some BIEs that are really quite small.
Coop That picture is a bad example for anyone. It does look like a hit or a stain. Here with coin in front of me its different than anyone trying to see what it is by looking at a picture especially a lousy picture.
Sorry about that.
Here's a couple better ones (I hope.) I put arrows pointing at the cracks that are sorta hard to see in picture. Hope you can see the raised chips on the B & E.
The crack goes all the way around. I'm wondering if it's a RIDB or BIE?

The affect on the devices on the side facing the rim, is not a die chip, but it is DDD. A die chip is when a piece of the die breaks off the coin, that leaves a void, and when the die is used, that area is filled in with the metal, and it is raised above the field/devices/designs.

Now imagine, a void on the die being filled in on the coin, rising above. Hope this helps.
