1990 Penny With BIE Error?

Hi, first time posting, please excuse any ignorance displayed in this post. Is this what is referred to as BIE error?

To CCF! A BIE is a Die Chip that forms in between the B and E in Liberty. it happens when a small piece of the die chips or breaks, creating a raised blob on coins. It's incused on the die. Not seeing that on your coin. Could just be a plating issue. https://cuds-on-coins.com/ldb4-1983/

Looks more like a Die Deterioration issue being amplified by the lighting..

Agree--appears to be a Die Deterioration issue. As a note, it's customary to post full, large and sharp photos of the obverse and reverse, in addition to a pic or two of the feature(s) in question. This way, we can get a sense for the full context of the issue. Thanks.
