I found this some time ago and came across it the other day. On the reverse, under the building.Doesn't look like the usual die chips.

I'm interested in the answer to this one to. I have seen them before some even touch the bottom step. I have not kept any though.

The area on the coin on the NW area is a struck through area. It happens a lot in the upper half of cents. The area under the Memorial appears to be a die gouge/dent. It couldn't be a chip as there is nothing there to chip of. A closer view of that area might show more. Hard to tell for sure from the image if it is a contact mark or not? But it appears to be a die gouge from what I can see.
