That's because two of the four 1916-D dies have repunched mint marks. Half of them.

When did ANA certify coins?

The ANA started certifying coins around 1972 with picture certificates and began slabbing in Feb 1989 until they sold ANACS to Amos Press ( Coin World) in June 1990.

I wanna say the ANA started the photo grading certificates back in the late 70's/early 80's and went to the slabbing plastic in the mid 80's. They then sold out to Amos Press ( Coin World) in the late 80's or early 90's. Somebody else owns them now.

I may be off on the dates but that's how the packaging and ownership evolution went.

Either way, the ANA service is what we now call ANACS.
