I'm looking for a coin album or a folder that has spaces for Philadelphia minted proof Lincoln cents.

I do not think one exists, at least not from Dansco. Their dedicated proof holes are for when only a proof was minted. For the 1964 and earlier Philadelphia, that means you chose proof or business strike for the hole. The only exception I know is the Kennedy album which has separate 1964 holes. It also has separate SMS holes for 1965-1967.

Have you considered adding a blank/unlabeled cent page to an existing Lincoln Cent album?

When its operational, Dansco makes several different versions of its Lincoln Cent albums, you could add a blank Cent page to any of them. The Cent pages have 36 openings, which is more than you need for the 1936-1964 Philadelphia proof cents.

Unlike the others, my Jefferson nickel and Roosevelt dime Dansco albums were the non-proof versions. I added blank pages for the proofs when I realized I needed a place to put the nickels and dimes from my busted proof sets.
