It certainly can't be a mint error; the tiny legible remnant of the obverse legend of the second coin says "...IVS V" - it's a piece of a George V coin, which can't have been floating around inside the mint while the Edward VII 1910 coin was being made. Whoever wins this auction is buying a piece of scrap silver.
