i can ALMOST say it's not a PMD from how it's leveled and off centered, Zonad, SPP?

you came to a high traffic coin forum with a potentially scarce error, that's what you've done, there's pros and cons! wait until SPP or Zonad come on and reply (they're two well knowledgeable collectors) I'm sure there's a few more, but they will definitely know!

Can you take a picture similar to the most recent one you opened, with another penny (1997 - present). Is it magnetic?

OK, it's not magnetic, the other nickel in the pics sticks to a mag but the 1999 doesn't. Let me check for another penny to shoot a pic of.

This looks to me to be legitimate. It's a 5 cent coin struck on a 1 cent planchet. 1999 should be non-magnetic, and the diamater of the coin appear to be slightly more than that of a typical penny, but less than that of a nickel. When the coin was struck, the pressure would have decreased the height, and increased the diamater.

Nice find! I'd say it would sell for about $200, but errors like this seem to fluctuate in value by the day. Someone on here would surely appreciate it for a fair price, but if you feel like donating to ebay, that's another option!
