The first zero is way too low for NC-6. Don't know if this Heritage link will work for you:

Also, the NC-6 has type 1 hair, and I think this looks more like type-2. I think S-196 is more likely.

S-196 is what I'm coming up with as well.

Definitely not NC-6. The key features of NC-6 are the type 1 hair (this looks like type II) and where the uppermost right hand berry stem meets the wreath. S-190, 191 NC-5 and NC-6 all share the same obv, the only one with type 1 hair. On S-190, 191 and NC-5 that berry stem meets the wreath at the same spot as the leaf stem of the cluster above the E in ONE. On NC-6 it meets the wreath ABOVE the point where the leaf stem meets it.
