I can remember this happening to me in Portugal in 1985. I needed a 5-escudo stamp to make up postage on a letter. I went to a post office and tendered a 25-escudo coin, and got a 20-escudo note in change. 20-escudo notes were withdrawn not long afterwards... But government bills (taxes, telephone, etc) continued to be charged to the nearest cent. To give exact change, the government printed one-cent banknotes. They remained legal tender until last year. This was in Russia back in 2001 I think and I gave a 10 ruble commemorative coin since it was dinged up and received 5 ruble banknote. Bear in mind that there are 5 ruble coins and 5 ruble notes were essentially close to extinct at that time.
