I got this bill the other day from the bank. This is a 2003 $100 star note as you can see, but my real question has to do with the serial #. Help me understand what I have please.

Lower serials hold a premium...and being a star note compounds that.

I'd hold on to it

Do I understand the "star note" process? Theoretically note 12020 was good and note 12021 was damaged or errored and was replaced with this note? And am I right in assuming that this was #12021 in the print series meaning that there were 12020 before this note?

And lastly....Is this a low serial, star and radar note all in one?

Star notes have their own number ,,by law the numbers can only be used once .

when a damaged or otherwise un-useable note is found it is replaced by a star note ,,with its own unique serial number .

its a fairly low numbered note but it is not a true radar note ,the sequence would need to be the same from one end to the center as the other end the 0's do not repeat .

No, its a circulated note....I would estimate a grade of F/VF. Am I correct in saying that the note was issued in New York?
