This is a chewed up CONCORD MILIT antoninianus for Probus.

Probus is correct. I wouldn't try cleaning this one you would only remove what left of the detail.

I don't know that I have ever seen surface delamination as extreme as I see on this coin. Something very bizarre must be going on metallurgically speaking.

I think the coin is a fouree. That would account for the form of the deterioration.
